The Students’ Parliament at Ss. Cyril and Methodius University in Skopje –SPUKM represents a citizen’s association of an autonomous, non-governmental and non-party nature, established with the purpose of free association of students, regardless of their nationality, religion or sex, or political beliefs. The activities of the Students’ Parliament at Ss. Cyril and Methodius University in Skopje are public. Transparency of activities is provided by regularly informing the members of the Students’ Parliament at the University of all forms of operation, by inquiry into the program assignments’ implementation, by submitting reports on the operation of the governance and management of the Students’ Parliament at the University, and on the material financial operations.
Brief History: Established further back in the distant 1949 as the Students’ Union at the University in Skopje. During its existence, this organization has changed its name several times and, in 1991, when Macedonia announced its independence, it became the Students’ Union at Ss. Cyril and Methodius University in Skopje (SSUKM). In 2008, the Students’ Union changed its name once more, it became the Students’ Parliament (SPUKM) with the purpose of reaching democratic and free, multiple and active participation of students who will be able to fulfill their rights, ideas, interests and concepts through this non-governmental organization. By transforming from SSUKM to SPUKM, not only was the title of the organization changed, but also the concept of operation was changed entirely, statutory as well as practically. All regular and part-time students attending their first, second or third series of studies are members of SPUKM.
Goals and Assignments:
- Representing the students before all institutions locally, nationally as well as internationally;
- Protecting and realizing students’ rights in all spheres;
- Realizing students’ rights regarding issues and problems related to the entire system of higher education;
- Improving students’ opinions on issues and problems relating to higher education, as well as their standards;
- Developing and satisfying students’ cultural needs, sports and recreational activities, science and technological creativity, health, humanitarian and other activities;
- Establishing and developing cooperation with students and student organizations from the other countries;
- Affirming the University in our country and abroad;
- Taking under consideration, evaluating and forming opinions on current issues which are of interest for the students;
SPUKM Bodies: SPUKM participates in the University Management Bodies in the following order: 10 representatives in the University Senate and one member in the University Commissions. The President of SPUKM is a member of the Rector’s Board. Furthermore, we have a representative in the University Council of UKIM. The Students’ Parliament is continually cooperating with state institutions in their efforts to accomplish student awareness, student participation and share in the decision making processes.
- The Students’ Parliament is comprised of delegates from the Students’ Parliaments of every higher education institution member of UKIM which has parliaments. The number of students from each Faculty is determined on a proportional basis, depending on the total number of students enrolled at each Faculty.
- The Presidency of the Students’ Parliament at Ss. Cyril and Methodius University in Skopje represents an executive body where every member has equal rights, obligations and responsibilities regarding the operation and development of the Students’ Parliament, in accordance with the Statute. Vice Presidents are elected from the members of the Presidency.
- The President of the Students’ Parliament at the University represents the Students’ Parliament. The President of the Students’ Parliament summons and chairs the meetings of the Students’ Parliament at the University, as well as the meetings of the Presidency.
- The Students’ Parliament Commissions are formed with the purpose of notifying, studying and preparing the attitudes and positions of the Students’ Parliament at the University, as well as implementing activities, project campaigns, increasing students’ participation in SPUKM.
